Armenia is not participating in the CSTO events. But for the sake of justice, I want to emphasize that Yerevan does not block decision-making; that is why the organization works and operates. Russian foreign minister Sergey Lavrov told this to a press conference Tuesday, and added that relations between Armenia and Russia were not clear.

Also, the Russian FM noted that back in the fall of 2022, an agreement was reached to send a Collective Security Treaty Organization (CSTO) monitoring mission to the Armenia-Azerbaijan border to play a deterrent role, but the Armenian partners refused at that time, arguing that the CSTO did not protect their border during the September battles.

"[Russian] President [Vladimir] Putin has repeatedly returned to this topic. There was no delimited border [between Armenia and Azerbaijan]. Moreover, there was never border delimitation, and three or two kilometers in one direction, in the other direction. Yes, there were such skirmishes even then, but to decline from the CSTO [monitoring] mission, which would have been very effective, was also Armenia's sovereign decision," said the Russian FM.
