A debate was held in Strasbourg, France at the 2025 Winter Session of the Parliamentary Assembly of the Council of Europe (PACE) on the situation in 2024 in PACE member states.

As a result, Resolution No. 2580 was adopted, which states that PACE highly appreciates the work of the Monitoring Committee, which monitors the situation in 14 countries.

The document expressed concern about the democratic backsliding and human rights violations in a number of countries, including Azerbaijan.

Also, PACE strongly condemned the refusal of the Azerbaijani authorities to work together with the Council of Europe's Committee for the Prevention of Torture.

The aforesaid resolution added that PACE continues to monitor the situation with the Nagorno-Karabakh leadership and other prisoners of war (POWs), and calls on Azerbaijan to release these people.
