All passengers are presumed dead after a passenger plane—carrying 60 passengers and four crew members—collided in mid-air with a US military helicopter near Reagan National Airport in Washington, D.C., NBC News reports.

Both aircrafts plunged into the Potomac River, where a massive rescue operation was launched, during which at least 28 bodies were pulled from the water, according to the latest data.

The plane was en route from Wichita, Kansas, informed the parent company of American Airlines. There were three people on board the US military helicopter, Washington mayor Muriel Bowser said.

The passengers on the plane included American figure skaters, their coaches and families, who were at a figure skating camp in Wichita, US News reports. And Russian state media confirmed that Russian figure skaters and coaches were also on the plane.
