I have said that now it is de jure established that there are no territorial claims to Azerbaijan in our constitution. Armenian Prime Minister Nikol Pashinyan stated this during his press conference Friday.

"On the other hand, we see that there are territorial claims to our country in the constitution of Azerbaijan, but we do not raise the issue of changing the constitution of Azerbaijan. Why? Because in the already agreed part of the peace treaty there are agreed articles that, in the event of signing and ratification, close those issues, remove them altogether.

They [i.e. Azerbaijan] say, ‘We will not sign a peace treaty until this issue is resolved.’ But the solution to that issue is the signing of the peace treaty. That is, the solution to the issue is available to whoever raises that issue because we also say we are ready to sign. As soon as we signed, the issue is resolved for us as well, and for them as well.

Moreover, if we take into account that when we signed the peace treaty, we are obligated to send [it] to the Constitutional Court [(CC)] so that the CC can check its compliance with the constitution," Pashinyan said.

According to him, if the Constitutional Court confirms that the treaty complies with the constitution, there is no obstacle, and the treaty can go to and be ratified by the parliament.

"When it is ratified by the parliament, according to the third paragraph of article 5 of the constitution of our country, in case of the existence of a conflict between ratified international treaties and domestic legislation, the internationally ratified treaty takes precedence; that issue is resolved. That is, that argument of Azerbaijan does not withstand any criticism," Pashinyan stated.
