The second President of Armenia, Robert Kocharyan, sees an opportunity to put the matter of Armenians returning to Artsakh (Nagorno-Karabakh) on the negotiation agenda. He stated about this at his press conference on Monday.

“There is such an opportunity. The probability is extremely small, but it must be used,” the former president of Armenia believes.

According to him, the only opportunity for the return of the Armenians of Artsakh to their homeland is to use the trilateral statement of November 9, 2020.

The former president of Armenia recalled that the point about the road required by Azerbaijan is only in the aforesaid statement.

“If they [i.e. Azerbaijan] are ready to fully implement the statement, we [i.e. Armenia] will sit down and discuss it. This is the only opportunity to return the matter to the negotiating table,” Kocharyan believes.

He added,  however, that this is not being done either.

“Because, in my impression, the authorities do not want it [the aforesaid return], probably thinking that it will complicate their lives. There are no people, there is no problem either," Kocharyan concluded.
