Over the past years, there have been attempts to develop concepts related to the new draft of the constitution of Armenia, and these concepts can be said to have been, in fact, developed. Minister of justice Srbuhi Galyan stated this at the press briefing after the Cabinet meeting of the Armenian government Thursday.

"Now our task is not to develop a new concept, but to develop a new text of the constitution. At the moment, work is underway in that direction.

We must do everything to have the text of the draft constitution ready by the new elections. The commitment that we have received is aimed at ensuring that the new text of the constitution is ready by the 2026 [parliamentary] elections. After that already, of course, a decision will be made to hold a referendum," Galyan said, not excluding the possibility of a constitutional referendum after the aforesaid elections. "Most likely, yes, it will be so."

And asked whether the reference to Artsakh (Nagorno-Karabakh) could be removed from the new constitution of Armenia, she responded: "I do not rule out anything, we do not have a final decision on this issue yet, but it may or may not be the expression that is in the text today, it has not changed anything in our actual life. At this time, allow me not to comment on the text because I believe we will reserve the right to comment to the relevant committee. In addition, to ensure the inclusiveness of the process, we plan to hold numerous discussions also with civil society; those changes will become clear in the process."

Also, the justice minister assured that no change in the governance model of Armenia is planned.
