It is a proposal submitted on paper, which we have directly conveyed to Azerbaijan, no third party was involved in those negotiations, Armenia has directly conveyed its proposal submitted on paper. Secretary of the Security Council of Armenia, Armen Grigoryan, told this to reporters Friday—and referring to Armenian News-NEWS.am reporter’s remark that the other day, Prime Minister Nikol Pashinyan said that regarding the unblocking of regional communications, Armenia has proposed a solution to Azerbaijan, namely to restart the railways for cargo transportation, and to the question as to on what platform these negotiations were taking place.

"You know that the issue of unblocking [of regional communications] was part of the [Armenia-Azerbaijan draft] peace treaty at some phase. But at some phase it was removed from the [draft] peace treaty and is no longer part of the [draft] peace treaty. But we continue to use all the opportunities that exist to discuss these issues with Azerbaijan. We have made a proposal to Azerbaijan and are waiting for a response to that proposal," Grigoryan said.
