In February, the International Committee of the Red Cross (ICRC) visited the Armenian detainees in Azerbaijan—and it was during Ruben Vardanyan's hunger strike. Zara Amatuni, ICRC Armenia Communications and Prevention Manager, told about this to reporters Monday.

According Amatuni, when they say that telephone communication is provided, in most cases it is perceived that everyone uses it unconditionally. It is not only telephone communication, various means of communication are used, and some of them are specially agreed with the Azerbaijani authorities, while the main communication that is allowed is letters through the Red Cross.

"It is very difficult to say what can push a person toward refusing communication. People are in unnatural conditions for them, they can make different decisions—depending on their situation. But during each [ICRC] visit [to them], we pass them letters or messages from their relatives," said Amatuni.
