The agenda for a new constitution was there with the revolution in 2018, Prime Minister Nikol Pashinyan said during the discussions on the “Real Armenia” ideology draft.

“At that time, I considered it unfeasible. Why? Because on April 9, 2019, the constitution that is in force today came into force. Since then, there has been an agenda for a new constitution; moreover, with the same justification—although the justification has now become richer. It was illogical to change the constitution that had been in force for two months. Why was it illogical? Not that the justification had disappeared, but that the same question would still arise: a parliamentary system of government or a semi-presidential one? And it would have been very difficult to give an answer to this question when the parliamentary system had been in force for only one or two months. But the topic of a new constitution is very important—one with the justification that I had for myself in 2018, the other that I have for myself in the position and status of prime minister has deepened," Pashinyan added.

He noted that in his opinion, the constitution of Armenia should be an agreement of citizens on the rules of living and interacting in the country.

Pashinyan noted that the new constitution he proposed is not being created at the request of Azerbaijan, but will also have "regional significance."

"The theory I proposed on the new constitution was widely discussed, it was presented as a fulfillment of the demand put forward by Azerbaijan. In fact, in the conditions of the ideology of ‘Real Armenia,’ it has a completely different meaning—although in these conditions it is impossible to deny that the text that may be will also have regional significance; in any case, this applies to all constitutions," said the Armenian PM.
