The administration of US President Donald Trump insists on control over all major investments in infrastructure and the development of mineral resources in Ukraine in the future, which could give Washington a veto over the participation of other allies of Kyiv and undermine its aspirations to join the European Union. Bloomberg reports on Thursday citing a draft agreement.
The United States is demanding the right of first refusal in all infrastructure and natural resource projects, including roads, ports, mines, oil, gas, and the most valuable minerals. This unprecedented consolidation of US economic influence in Ukraine is happening at a time when it is trying to get closer to the EU, the publication notes.
According to the document, revenues from the projects will go to a special reconstruction fund under US control. At the same time, all military and economic assistance provided to Kyiv since 2022 will be considered Washington's contribution to this fund. In fact, this means that Kyiv will have to compensate the US for all expenses before receiving funds from the fund.
The draft agreement also prohibits Ukraine from selling critical minerals to countries that are "strategic competitors" of the United States. Kyiv will be required to submit all projects to the fund for review, and those that are rejected cannot be offered to other parties on more favorable terms for a year.
As the agency specifies, negotiations are ongoing, the final version of the agreement may be adjusted. Ukraine plans to present its amendments this week.
