If an agreement is signed between Azerbaijan and Armenia, then  there will be no obstacles to starting cooperation. Azerbaijani president Ilham Aliyev stated this at an international forum themed “Facing the New World Order,” APA reports,

“I believe that we should not waste time because, again, the ball is in Armenia’s court in the issue of a peace agreement. I have already publicly stated many times what we [i.e. Azerbaijan] expect from Armenia in terms of our territorial integrity and their constitution,” Aliyev said.

According to him, as soon as this is done and the peace agreement is signed, then there will be no obstacles for the South Caucasus to try to become an integrated region.

“I believe that this can be a win-win situation for the three countries of the South Caucasus. And being realistic, we cannot imagine that we will immediately become friends with Armenia. That is not realistic, and it is premature to even talk about any economic integration. But we are ready to start taking small steps to building confidence," Aliyev noted.
