The Hraparak daily of the Republic off Armenia (RA) writes as follows, in particular: The Artsakh [(Nagorno-Karabakh)] NA [(National Assembly)] on Tuesday adopted a draft of constitutional amendments, whereby it preserved the post of Artsakh president. 30 of the 33 [Artsakh] MPs—that is, all those who are in Armenia—participated in the session convened late in the evening. Including the MPs of Samvel Babayan's United Homeland [party], due to whose boycott the sessions convened in Armenia were being canceled.

They say that Samvel Babayan intends to nominate his candidacy for the post of Artsakh president. According to the constitutional amendments, after the expiration of the [Artsakh] president's powers, after May 21, the parliament will be able to elect a president with the votes of 22 MPs. If he is not elected in the first round, in the second round—with 17 votes.

It is noteworthy that Samvel Shahramanyan did not specify whether he would run or not. He only urged to accept these [constitutional] amendments so that the institution of the [Artsakh] president would not be dissolved.

By the way, yesterday about 2 dozen demonstrators had gathered at the Artsakh representation [in Armenia]; according to Artsakh [former] residents, Babayan's supporters, who were demanding from [incumbent Artsakh President Samvel] Shahramanyan to go to the [RA] prosecutor's office together and find out the fate of his petition.

On November 8, 2023, he had petitioned to the RA prosecutor's office that a criminal case be opened on the violations, embezzlement by former Artsakh officials in order to put an end to the widespread rumors.

By the indications of the Artsakh president, the electronic media of the Artsakh Investment Fund had been provided to the prosecutor's office.

The demonstrators have stated: if Shahramanyan cannot return the loot, let him leave [office], Babayan will come—do [it]. They solve several problems with this: make Babayan [Artsakh] president, and direct the struggle of Artsakh [former] residents against the Artsakh authorities.
