The Hraparak daily of Armenia writes as follows, in particular: Yesterday, the decree of Artsakh [(Nagorno-Karabakh)] President Samvel Shahramanyan was publicized, by which he recognized the September 26, 2023 decree on the dissolution of Artsakh as invalid.

It was signed on October 29, which we had written about, but at that time they neither confirmed nor denied it.

[Armenia] authorities’ circles are spreading that by publicizing it, they are trying to “provoke Azerbaijan,” provoke new escalations.

But the decree was publicized because Armenia’s law enforcement agencies, based on the fact of the loss of Artsakh and the dissolution document, have initiated [criminal] cases against numerous [Artsakh] community heads, believing that if Artsakh is dissolved and there is a decree, then the mayor of [Artsakh capital] Stepanakert could not have provided references to the residents of his city in October-December 2023, and the community heads, having the seal of the community hall, provided dozens of such references—for example, for re-registering cars and other purposes—confirmed the circumstance that the given Artsakh resident in question being a resident of Stepanakert.

They decided to publicize the decree in order to leave the community heads of Artsakh alone, not to prosecute them for abuse of official power.
