The Armenian government, at its Cabinet session Thursday, decided to allocate 27,160,000 drams (approx. US$70,756) pay the state duty on behalf of those who have been issued Armenian citizen passports in Aleppo and Damascus, Syria.

According to the decision, foreign citizens of Armenian nationality or citizens of Armenia who have an emergency situation at their place of permanent residence—in a foreign country—that poses a risk to people’s lives or health are exempt from paying the state duty for issuing or exchanging a valid Armenian citizen passport in foreign countries.

During the first quarter of 2025, a total of 448 Armenia citizen passports valid in foreign countries were issued to people in Syria, but no state duty was charged. These passports were issued by the embassy of Armenia in Damascus (205 cases) and the consulate general of Armenia in Aleppo (243 cases).

As a result of the adoption of this draft decision, each of the program indicators of the revenue and expenditure of the state budget of Armenia for 2025 will increase by 27,160,000 drams, respectively.
