I see that window of opportunity that has been created for both us and Azerbaijan to achieve some kind of final settlement, signing of the treaty, and gradual normalization of relations. Armenian Foreign Minister Ararat Mirzoyan told this to reporters in parliament Thursday, and added that many in the world share his aforesaid view.

When asked whether Azerbaijan will discard its demand for amending the constitution of Armenia, Mirzoyan replied: “We are talking about the process of the conversation. A little while ago, I myself presented our position in one or two episodes and, in some sense, also had a conversation with the Azerbaijani side—of course remotely. Now people say, ‘We believe that there is a problem in your constitution.’ We say, ‘If your concern is appropriate, sincere, then there is this, this, this, and therefore you can find a solution this way.’ From the outside, it may seem that this is just a conversation, a matter to be clarified during one day, one meeting. But come to think of it, it is not. This is a process.

However, despite everything, I want to reaffirm my final assessment, which I voiced a little while ago. I believe that yes, there is indeed a real opportunity to establish peace between Armenia and Azerbaijan in the very near future, an institutionalized peace, to sign the [peace] treaty, and come to a common understanding on that and other related matters. To what extent can this possible thing that I see be realized? That is of course a completely different question. It’s another thing that the Republic of Armenia is doing everything on its part, that it is doing everything in that scenario.”
