The issues of captives and illegally detained persons are an important part of the big agenda, a painful part, perhaps one of the few issues where a constructive conversation is not being held at all with Azerbaijan. Armenian Foreign Minister Ararat Mirzoyan told this to reporters in parliament Thursday.

"The last thing that was tangible, after that there was certainly a conversation and there is still today, but it was not crowned with success, the last thing, if I am not mistaken, was a large exchange [of captives] within the framework of the COP [i.e. the Conference of the Parties to the Convention on Biological Diversity]. After that, it does not work. We [i.e. Armenia] probably have no place here to report good news, and that is obvious.

We believe that if we manage to have a final, genuine, signed peace [treaty with Azerbaijan], we will move forward with the border delimitation process, we will come to an agreement on the process of unblocking [regional] infrastructure, and in general there will be that real settlement. We are confident that if we cannot resolve the humanitarian issues by then, at least at that moment there will be a more favorable environment for resolving these issues," added the Armenian FM.
