Nzhdeh Iskandaryan, a member of the council for the protection of the rights of Artsakh (Nagorno-Karabakh) citizens, has been appointed Artsakh Minister of State, Iskandaryan himself announced this during a press conference in Armenia’s capital Yerevan on Wednesday.

Iskandaryan added that working groups have been created and positive results have been recorded in recent months.

“Another 158 settlements [in Armenia], where 13,207 Artsakh residents live, will be included in the four-million zone. This mainly applies to the settlements of Kotayk, Ararat, Aragatsotn [Provinces]. The program will operate, among others, in Charentsavan, Byureghavan, Aparan, Ararat, Etchmiadzin, Metsamor [cities].

In addition, the government of Armenia will take on the task of providing housing for 82 [Artsakh] families where there are fallen servicemen.

In addition, [Artsakh] families wishing to build apartments on land plots [in Armenia] will receive appropriate permits. We will try to achieve an increase in the threshold for the cost of a land purchase certificate, which currently amounts to 4 million drams.

In the past, Artsakh residents [in Armenia] were given the opportunity to repay their mortgage loans within 10 years, while now this period has been extended to 20 years,” Iskandaryan noted.

He added, however, that the matter of continuing the monthly payment of 40,000+1,000 drams to Artsakh residents in Armenia had not been resolved.
