Azerbaijan's Foreign Minister Bayramov said that “the persisting territorial claims against Azerbaijan in the Armenian Constitution and the existence of the OSCE Minsk Group prevent the signing of a peace agreement”.
In addition, he accused Yerevan of allegedly “expelling Azerbaijanis from the territories of present-day Armenia,” as well as failing to fulfill “the obligation to ensure unimpeded communication between Azerbaijan and Nakhijevan,” Azerbaijani media reported.
