Azerbaijan continues to insist that Armenia make changes to its constitution.

Hikmat Hajiyev, assistant to the president of Azerbaijan and head of the foreign policy department of the presidential administration, said in an interview with the Slovak publication Hospodarske noviny that peace already exists between Armenia and Azerbaijan.

“The war [in Nagorno-Karabakh] is over. If you look at our borders, you will see peace and stability. Moreover, I would say that a new status quo has been established in the region, based on legality and legitimacy. We are looking to the future. The text of the peace agreement [between Armenia and Azerbaijan] has been agreed.

But at the same time, he noted that “we may have peace on paper, but the situation on the ground may be different.”

“We now have the opposite situation. There is peace on the ground, the Armenian-Azerbaijani border is stable, Karabakh is no longer a subject of discussion. The Armenian occupation forces have completely withdrawn from all Azerbaijani territories.

But in order for the peace agreement to finally enter into force, the last step is necessary. We expect Armenia to amend its constitution, which still contains provisions on territorial claims to Azerbaijan. However, it is good that we have a two-way communication channel with Armenia. We discuss problematic issues directly, without any intermediaries.

And there are really important topics on our agenda. The main point remains that elements of military conflict are completely excluded from our agenda. Yes, there is still a dispute between us, but disputes between neighboring countries are normal. We see them even between some EU members. But there is diplomacy and dialogue to resolve disputes. We have managed to move our relations with Armenia from a military conflict to a political dispute. And I believe this is a good sign," said the Azerbaijani presidential aide.
