French prosecutors said that these pig heads were left near mosques by "foreign nationals who immediately left the area, with the clear intention of inciting unrest in the country."

Also, investigators received information from a farmer in Normandy, who said that two unknown individuals driving a car with Serbian license plates had bought ten pig heads from him.

Surveillance cameras have captured two unidentified men who arrived in Paris by car “leaving the [pig] heads in front of several mosques.” They then crossed the French border into Belgium.
