Minister of Justice Srbuhi Galyan stated this during a press briefing after Thursday’s Cabinet meeting of the Armenian government—and answering the question why Azerbaijan demands that the constitution of Armenia be changed, threatening otherwise not to sign the peace agreement with Armenia at all.

"Peace has a price, and the people decide whether to pay [it] or not. We [i.e. Armenia] are guided by the peace agenda, and this agenda is dictated by the people," added Galyan.

“Changing the constitution is our and our people's internal affair, and not of another person or country," she concluded
