I recognized the territorial integrity of Azerbaijan in order to recognize the territorial integrity of Armenia. Armenian Prime Minister Nikol Pashinyan stated this in his address at the Comprehensive Security & Resilience International Conference – 2025 that kicked off Monday in Armenia’s capital, Yerevan.

“There was simply no other way,” Pashinyan added.

He said that the legitimacy of Armenia’s security was further strengthened by the peace agreement that was initialed in Washington on August 8 with Azerbaijan.

“This document is underestimated. I believe so because this is the first bilateral international document between Armenia and Azerbaijan, which has been ratified in both countries and has legal force,” he said.

The Armenian PM added that what they are doing in relation to the external environment is determined exclusively by the strategy of security legitimacy.
