I am not talking about the socialization of peace because I believe the people of Armenia are the author of the “peace” concept. Armenian Prime Minister Nikol Pashinyan stated this in his address at the Comprehensive Security & Resilience International Conference – 2025 that kicked off Monday in Armenia’s capital, Yerevan.

“Our [i.e. the Armenian] people are the author of the peace agenda. Do you need proof for that? Here is proof: I am standing here as the Prime Minister of the Republic of Armenia. There is no greater proof. Why am I here as the Prime Minister of the Republic of Armenia? If we conduct a survey among the political elite and partly the intellectual elite [of the country], you will get a fairly large percentage that I should not be the Prime Minister of the Republic of Armenia—and there have been efforts, appeals, gatherings, hybrids, and so on, even for this,” Pashinyan said.

Turning to the question of what the reason is for the stability of the incumbent Armenian government in this case, Pashinyan expressed the opinion that the reason is that the ruling majority politicizes the content that comes from the people.

“This is the next turning point in the millennial history of our people. Because throughout the millennial history of our people, the formula has been the following: the elites have created discourses and imposed them on the people. Now the situation is completely different: the political elite, the ruling majority, politicizes the content that comes from the people,” Pashinyan said.

“The peace agenda is a policy handed down, assigned by the people. And that is why, by and large, it does not need socialization because it is already socialized, even though it has not yet been formulated. But, of course, this does not mean that dialogue should not take place. Dialogue takes place in a different genre,” the Armenian PM concluded.
