Tensions continue outside Gyumri City Hall. One citizen addressing the large number of police officers gathered said:
“Who do you want to take, the city-building mayor? You are not serving the public; you are following subordinate orders. I am seriously ill and came with my device, and you won’t let me enter.”

Another resident declared that they must enter at all costs, which led to a scuffle between citizens and police.

A large number of police remain stationed outside the city hall. Two more buses with additional police forces arrived recently.

Law enforcement has blocked the city hall’s entrance and is not allowing anyone, including city hall employees, to enter or exit.

Those gathered are whistling at the police and shouting “shame.”

According to city hall employees, Mayor Vardan Ghukasyan is inside the building, with guards posted at his door. He has effectively been isolated, and employees outside fear that authorities may intend to arrest him.

Earlier, NEWS.am reported that officers from the National Security Service entered Gyumri City Hall early in the morning.

Masked special forces have prohibited employees from entering or leaving. Staff said they still have no information about the purpose of the operation.

The Anti‑Corruption Committee told NEWS.am: “Within the framework of a case under investigation at the Anti‑Corruption Committee, investigative actions are being carried out at the Gyumri municipality. Additional information will be provided.”

Later, the Anti‑Corruption Committee issued a statement announcing that eight city hall employees, including the mayor, have been arrested on charges of extortion and bribery.
