On the night of October 21, Russian forces struck Kharkiv with guided aerial bombs, Mayor Ihor Terekhov reported. According to his data, the attack damaged 15 residential buildings in the Industrial District, injuring nine people. Another strike targeted the Nemishlyansky District of the city. The consequences are still being assessed. Units from Ukraine’s State Emergency Service (SES) and medical personnel are working on site, added Oleg Synegubov, head of the Kharkiv regional military administration.

During the same night, Chernihiv was also targeted by drone attacks. Following the assault, the city experienced a complete power outage, and critical infrastructure was switched to alternative power sources. Additionally, the city lost its water supply. Residents were advised by the communal enterprise “Chernihivzhytlokomunservice” to store water, with promises to restore home delivery by morning.

On the previous night, October 20, the Russian army attacked Pavlohrad in Dnipropetrovsk Oblast. Sixteen people were injured, four of whom were hospitalized in serious condition, according to acting head of the regional state administration Vladyslav Haivanenko. Some infrastructure was damaged, though specific details were not disclosed.
