When people see that the agreements between Armenia and Azerbaijan are unassailable — the text is unassailable, including the peace treaty — they constantly raise the question as to what the guarantee is that all this will be maintained, that peace will continue, that the infrastructures will be opened, and so on. Foreign Minister Ararat Mirzoyan stated this during Monday’s debates on the draft law “On the State Budget of the Republic of Armenia for 2026” in the National Assembly.

“When saying ‘guarantee,’ in our subconscious it usually means the signature or verbal assurance of some third party — a very powerful side, or major powers — or any presence on the ground. I must say that both our example and many other examples have shown that such guarantees do not work. Unfortunately, we know this from our example.

In our case, in response to the question of what, after all, is the guarantee that the established peace between Armenia and Azerbaijan will be maintained, the agreements will begin to function, my answer is as follows: all the agreements that we have reached and written, signed — I consider all of agreements mutually beneficial. It is precisely this mutual benefit that will ensure the future course, realization, and durability of [those] agreements.

There is another manipulation [claiming] that ‘Azerbaijan got everything, Armenia got nothing, or gave up everything.’ I don’t even want to say what we got, because I don’t wish to present the reached agreements in the light of empty, meaningless, and outdated conflict logic of ‘we got more, they got more.’

But I do want to say the following: what we have gained is advantageous for us, it is beneficial to us, we are committed to preserving and developing what was achieved. Absolutely — there can be no second opinion, not even an honest opinion, here. What Azerbaijan has gained also seems to be very beneficial and important for them. I am confident that if both countries regard the agreements reached as beneficial and profitable for them, both will be motivated to maintain and develop them.

Of course, we can also see additional value in the personal involvement of the United States, President Trump, the environment in which these agreements were formalized,” said the Armenian foreign minister.
