The authorities of Azerbaijan have begun resettling Stepanakert, the capital of Azerbaijani-occupied Nagorno-Karabakh.

“A lottery has taken place for the first resettlement in Khankendi [i.e. Stepanakert],” Azerbaijani media report.

“The lottery determined which houses and apartments the [Azerbaijani] families will live in,” they added.

Thus, the authorities of Azerbaijan are resettling Stepanakert without providing any information about who these displaced persons are, or what connection they have with Nagorno-Karabakh.

Apparently, these displaced persons will be placed in apartments belonging to forcibly displaced Armenians, or in houses built on the site of demolished Armenian homes.
