I deny the opposition’s claim that new proposals on Nagorno-Karabakh were submitted in 2019 and that we rejected them. Ruben Rubinyan, a member of the ruling majority “Civil Contract” Faction and vice speaker of the National Assembly of Armenia, told this to reporters Wednesday.
“What is the 2019 document? It is a summary of the 2018 document. It is not a new proposal. Armenia did not officially respond to it at the time because it was still in the process of evaluating the document. The 2018 document differs very little from the August 2016 document. The 2019 document was the ‘legacy’ of [ex-president] Serzh Sargsyan, and the Armenian side did not reject it,” Rubinyan said.
