Former Armenian Ombudsman and head of the "Wings of Unity" political initiative, Arman Tatoyan, presented six points at a press conference on March 24, the implementation of which, in the event of his electoral victory, would ensure genuine peace.

According to him, a commission established on the very first day after coming to power would develop a clear security program. By the end of the first year, a deterrence methodology would be developed to achieve a balance of power by the end of the first term, while simultaneously reforming and strengthening the army. The third step would be investment in security — legislatively enshrining that defense funding cannot fall below 8% of GDP, which would increase the military budget by $1 billion, half of which would be directed toward developing the defense industry. The next step would be the creation of a comprehensive security system, so that in crisis moments, both the public and private sectors, as well as citizens, clearly understand their roles. The fifth step would be the publication of reports on both the Four-Day War and the 44-Day War, as society's questions must be answered. The sixth step would be the creation of smart borders and digital protection, centered on a three-layer system: early warning intelligence, real-time warning, and rapid response. Cooperation with foreign partners and armies of both East and West — primarily France and the United States — as well as with the Diaspora, is also planned.

Tatoyan emphasized that all of this was something Pashinyan was obligated to do after November 2020, but failed to deliver. He attributes this failure to the authorities' pursuit of what he called "strategic helplessness." "Azerbaijan interprets concessions and compromises as grounds for new aggression," Tatoyan noted, adding that the best proof of this is the planned attack on Syunik that was averted thanks to the TRIPP project. According to Tatoyan, the authorities deliberately did nothing, to now threaten war.

Responding to a question about whether he would continue Pashinyan's policy if he won, Tatoyan said that if Aliyev signs a peace treaty, Armenia will sign as well. "TRIPP ensures peace. We will continue from the point where this government's policy stops — we are not saying we will start from scratch. But we are saying that for us, the foundation of peace is a strong army," Tatoyan stated, quoting words spoken by U.S. Vice President Vance in Yerevan: the best way to ensure peace is to have real deterrence tools using the best technologies. "But Pashinyan declares that the army is secondary and doesn't matter," Tatoyan remarked.

Regarding the constitutional change, the politician holds the view that it is a trap set by the authorities and a question dictated by Aliyev. The trap lies in the fact that a result favorable to Pashinyan would mean a new humiliation, while a negative result would cast the Armenian people in the role of supposedly not wanting peace. In this context, Tatoyan emphasized the importance of the question of collective return to Artsakh. The politician also stated that the Declaration of Independence has nothing to do with the thesis about "territorial claims" invented by Pashinyan himself.

At the same time, Tatoyan assured that continuing the policy by no means extends to the denial of history and identity, as the current authorities are doing.

"Wings of Unity" is prepared to cooperate with other political forces with the goal of preventing Pashinyan's re-election. Talks with other forces are ongoing, Tatoyan noted.
