In NATO Secretary General Mark Rutte’s 2025 annual report, special attention is given to the situation in the South Caucasus and the relations between Armenia and Azerbaijan.

The document emphasizes the region’s importance for NATO’s security, especially in the context of the ongoing impact of Russia’s war against Ukraine. Against this backdrop, the alliance views the development of dialogue between Armenia and Azerbaijan.

The report notes that in 2025, NATO welcomed significant progress toward peace between the two nations and recognized the contribution of the United States in advancing the negotiation process.

Particular mention is made of the initialing of a peace agreement in August 2025, which the report describes as a major step toward normalizing relations and strengthening regional security.

NATO also expressed its readiness to deepen dialogue and cooperation with both countries.
