There are numerous means toward establishing dialogue between the civil sector, public representatives of Armenia and Azerbaijan, Alexander Karavayev, head of Information and Analytical Center for the Study of Socio-Political Processes in the Post-Soviet Space of Moscow State University, told Armenian News-NEWS.am.

In his words, the input of a unique “social bloc” into the negotiation process could contribute to this. At the same time, Karavayev noted that the start of a social discourse is indispensable, since the political and diplomatic tools for settling the Karabakh conflict are virtually depleted.    

In response to the question as to whether a civic dialogue is possible in the case when, through Azerbaijani President Ilham Aliyev, all Armenians are considered the enemies Azerbaijan, the analyst noted it is impossible to go far solely with such statements. “The negotiation process is vast and it continues. The social discourse must commence sooner or later,” the political scientist maintained, and stressed that this could and should have been carried out much earlier.       

Alexander Karavayev also noted that starting a social discourse is very realistic. “There are conflicts in whose settlement mechanism this part is included. But even in this case, it is not necessary to rely on others’ track-record. Just logic and common sense are in need,” the political analyst concluded.
