Of course, we have also seen that legislative initiative, which for some reason is being hastily pushed forward before the end of the term of office of the current parliament of Armenia, Russian Ministry of Foreign Affairs (MFA) spokesperson Maria Zakharova said at a press briefing Wednesday.

This is how she commented on the Armenian authorities' plans to amend the country’s electoral code, according to which Armenian citizens will be able to participate in elections and referendums only if they have actually resided in Armenia for the last six months before the day of expression of will.

"A full legal analysis of this, of course, should be left to experts. Although some of Armenia’s specialists already see possible contradictions in these innovations with the provisions of the constitution in force in Armenia. However, the essence is completely different. As is obvious, the law is generally designed to protect the rights of citizens of a particular country. In this case, it seems to be the opposite: people with an Armenian passport are being deprived of part of their fundamental rights; namely, the opportunity to participate in elections. Given the active work of European specialists in the [Armenian] republic, one involuntarily recalls the 2025 Moldovan election campaign. At that time, if you remember, the [President Maia] Sandu regime was deliberately doing everything to prevent [Moldovan] compatriots in Russia from exercising their electoral rights. It also happens that way in the case of Armenia. The [Armenian] diaspora will remain isolated from the sociopolitical life of its country and its people,” Zakharova said.

In her opinion, it is also noteworthy how the respective bill is presented to the general public, and “how all this is thrown into the information field.”

“We saw that in a number of pro-government media outlets it was presented as a means—I even noticed—to combat the Kremlin’s mythical ‘hybrid attacks,’ which were allegedly trying to use the resources of the Armenian community in Russia in the context of the parliamentary elections.

You know, I think that this myth simply disintegrates based on the figures published by the National Security Service of Armenia. According to their data, more [Armenian] citizens entered the [Armenian] republic in May-June 2025 than in the same period of the current year. In that case, who is ultimately dishonest?” concluded the Russian MFA spokesperson.
