STEPANAKERT. - It’s necessary to differentiate between the arrangements and agreements. There is one agreement on ceasefire signed in 1994, which is effective till now. But because Azerbaijan violates this agreement, there are therefore arrangements to return it to that field.  

Spokesperson for the Nagorno-Karabakh President, Davit Babayan, said the aforementioned at a press-conference held in capital city of Stepenakert Tuesday.

“All the sides which signed this agreement should observe its spirit and letter. Of course, Azerbaijan periodically violates the agreement; there are therefore arrangements to return it to that field. Because the ceasefire agreement continues to be effective between the Artsakh and Azerbaijani forces, apparently Artaskh cannot but be its participant. That is, this is a general process, which involves everyone,” he stressed.  

Referring to the position of the Nagorno0-Karabakh authorities on the OSCE Minsk Group statement, Babayan said: “We welcome their proposal, since it precisely mentions that the issue should be solved through peaceful means, without violence. Of course, we also have reservations: We think that the calls should be more targeted when Azerbaijan attacks. The international community should express its stance on it, but we think this is a question of time. You know that the OSCE Minsk Group Co-Chairs plan to arrive in the region. We will then discuss more specific issues,” Babayan said.
