During his telephonic conversation with Armenia’s Acting Prime Minister Nikol Pashinyan, Russian President Vladimir Putin has proposed to postpone the Collective Security Treaty Organization (CSTO) summit which is slated for December 6, in Saint Petersburg, Russia.
Pashinyan on Sunday told about the aforementioned to reporters. 
“During our recent phone conversation, the president of the Russian Federation proposed, said that since there is such a situation, let’s not do the CSTO summit on the 6th [of December], so that we discuss the solutions in a working order, and then go [to a summit] with ready solutions,” Pashinyan said. “And I agreed because I believe that it’s more accurate to resolve that matter with working procedures.
“Since we again don’t have consensus now [on this matter], there is no sense in repeating [the CSTO leaders’ meeting in] Astana [on November 8], and it’s not constructive.
“The arrangement is that we continue the working discussions until reaching any consensus.”
On December 6, Nikol Pashinyan was to attend the Supreme Eurasian Economic Council regular meeting in Saint Petersburg.
Arsen Gasparyan, Acting PM Nikol Pashinyan’s chief adviser, had told RBC news agency that the CSTO leaders were not going to elect the organization’s new Secretary General until 2019.
At present, the right to nominate a respective candidate belongs to Armenia. In November, Armenian authorities recalled the country’s representative Yuri Khachaturov from the office of CSTO Secretary General.
Khachaturov has been charged in Armenia within the framework of the criminal case into the tragic events that transpired in capital city Yerevan on March 1 and 2, 2008.
On March 1 and 2, 2008, the then authorities of Armenia used force against the opposition members who were rallying in downtown Yerevan, and against the results of the then recent presidential election. Eight demonstrators as well as two servicemen of the internal troops were killed in the clashes. But no one had been brought to account for these deaths, to this day.
