YEREVAN. – It's an exceptional situation. Artur Davtyan, the Prosecutor General of Armenia, described as such, in a conversation with reporters today, the issuing of an arrest warrant for former MP and former Prosecutor General Gevorg Kostanyan.

Asked if they hope Kostanyan, who is in Russia, will be arrested, Davtyan said: “There are procedures in place; it is our duty to provide this procedure, to submit the necessary documents. You know, each country has its own sovereign decisions in these situations, though this sovereignty is not unlimited. Conventions also have clear and categorical arrangements; these issues must be resolved in each such case."

Asked if he had contacted Kostanyan, the prosecutor general replied: “The investigator, I believe, contacted him. It’s an exceptional situation; there have been many public contacts.”

As reported earlier, Gevorg Kostanyan has been declared wanted by Armenia. The Special Investigation Service (SIS) reports that a petition has been filed in court to arrest him.

In September, Kostanyan was summoned for questioning on the March 2008 case, but the SIS said he was abroad and would be back in 15-20 days. He is indicted in the aforesaid case.
