The so-called “phase-by-phase” option is on the negotiating table. This is what political figure Davit Shahnazaryan said during a conference hosted by Voskanapat Analytical Center today, stating that there is such an option, even though the authorities deny it.

“This is what not only Azerbaijani officials said, but also US and Russian officials. This means the issue of status is set aside, and the handover of a certain number of territories is set as an objective upon consensus. This is the issue that is under consideration,” he said, adding that there are also many differences in Russia’s relations with Armenia and Azerbaijan and the relations aren’t in Armenia’s favor.

According to Shahnazaryan, the goal of Armenia’s government is to form a government in Artsakh that will be entirely submissive to Armenia and will also agree to the phase-by-phase option.

“This will be followed by the totally unacceptable formula according to which any solution must be acceptable for Armenia, Artsakh and Azerbaijan. It is clear that there is a higher risk of military operations on the part of Azerbaijan, and this means a war can break out at any moment,” he added.
