During a discussion entitled “Constitutional Security: Challenges and Solutions”, Armenia’s ex-justice minister Davit Harutyunyan said he isn’t planning on participating in the upcoming referendum for constitutional amendments because boycotting and saying “no” to the amendments are equivalent.
According to him, the existing defective phenomena not only exist, but are also being perfected. “The administrative resources are already being used. I understand that many people might not be able to refuse to participate, and the only thing they can do is to vote “no”,” Harutyunyan stated.
