This is a good opportunity to talk about all the accumulated issues, starting from the Artsakh issue to the economy, everything. Armenia’s Prime Minister Nikol Pashinyan mentioned this during the YES campaign—in the forthcoming referendum on constitutional amendments—in Meghri town.

He recalled that during the preparations for the 2015 constitutional referendum, there were statements that this was being made to extend then President Serzh Sargsyan's power. “[But] the power was saying, 'There is no such thing. What are you talking about? This is for the establishment of our country's institutions,’'' Pashinyan said, in particular.

According to him, the new Constitution was to be a guarantee that Armenia will not have a Constitutional Court (CC) that is formed by one group.

Pashinyan submitted that the second major change is that if before the CC members were in office basically for life, under the new Constitution, they were to be in office for 12 years, and the CC President would be elected for 6 years and only once.

The third major change, as per the PM, is that the CC President is elected by the CC judges from amongst themselves, not the National Assembly.

"[But] they [the preceding Armenian authorities] wrote in the transitional provisions that these changes do not apply to judges who were elected in the old procedure," he added. “It was done so that when Serzh Sargsyan and [CC President] Hrayr Tovmasyan were sitting and distributing the domains with a scissor, it was a simple matter. If Hrayr Tovmasyan creates a chance for Serzh Sargsyan to become the RA leader for life, Serzh Sargsyan is not such a stingy guy, he is generous, he shall say, 'And you shall be the CC President for life, dear Hrayr.’"

Pashinyan added that the deadlines for Tovmasyan becoming CC president were violated, falsifications were permitted, and a criminal case has been instituted into this.

The Prime Minister announced that now step by step they will make what is written in the Constitution a reality, and this constitutional referendum is aimed at that.
