The constitutional amendments clearly state whom they may concern. Accordingly, the conclusion of the Venice Commission also shows that they concern three sitting judges of the Constitutional Court. This is what head of the My Step faction of the National Assembly of Armenia Lilit Makunts told reporters today, touching upon the fact that member of the Constitutional Court Alvina Gyulumyan has declared that these amendments don’t concern her since she became a member of the Constitutional Court in 2014.

“As far as Mrs. Gyulumyan’s interpretation is concerned, of course, lawyers will interpret it more clearly, but in regard to her interpretation, the question is how is it that Mrs. Gyulumyan demanded a surcharge from the Constitutional Court through a court procedure after serving as a judge of the European Court of Human Rights,” she said.

Member of the Constitutional Court Alvina Gyulumyan has been a member since the 1990s. She terminated her activities and served as a judge of the European Court of Human Rights, and in 2014, she returned to Armenia and was appointed a member of the Constitutional Court again. Overall, she has been a member of the Constitutional Court for over 12 years. However, Gyulumyan claims that the last time she became a member of the Constitutional Court was in 2014, and the constitutional amendments concern judges who have served for over 21 years.
