YEREVAN. – The April [2016] actions ended with some territorial losses, but no politico-military changes took place. Armenia’s defense minister Davit Tonoyan stated this in a talk with journalists in the National Assembly (NA) Friday, referring to the question whether the Armenian side won the four-day war in April 2016 against Azerbaijan.

Asked whether that is enough to claim that it did not win, he responded. "I’m not the one claiming [that], nor do I claim that we have won. As minister of defense, I am in favor of winning."

Referring to the NA inquiry committee investigating the circumstances of the April 2016 war, he said. "The committee has done a great job to find out the circumstances. When there will be a report of the committee, then ask [me] questions.

The Ministry of Defense has made a very detailed analysis, answered many questions. Moreover, there was a lot of self-criticism. I believe there will not be much difference. It's just that our self-criticism can become public in a sense, in a sense—no."

And to the question whether the lost positions had military and strategic significance, the minister said. "All positions are of military significance in general. The positions solve a tactical task because those positions are the positions of one [military] squad, one platoon.”
