Nikol, I invite you to a live debate. Naira Zohrabyan, an MP of the opposition Prosperous Armenia Party, stated this during Monday’s press conference, and addressing PM Nikol Pashinyan.

"I say, yes, Nikol, if you had accepted the proposal of the Russian president on October 19 and the [recent Artsakh (Nagorno-Karabakh)] war had stopped [at that time], [Artsakh’s] Shushi would have remained under Armenian control, I write and sign that not a single Azerbaijani would have returned to Shushi.

If now the President of Artsakh declares, ‘I give exceptional guarantees of safety, let the Azerbaijanis return to [the Artsakh capital] Stepanakert,’ not a single Azerbaijani will return. First, the entire housing stock in Shushi is full, and it would not be possible even technically.

[Azerbaijan president Ilham] Aliyev pledges social packages in the occupied territories so that they go, resettle in Shushi, Hadrut, Kelbajar; but they are not going.

By the same token, Khojalu—Ivanyan—, which was 99-percent populated by Azerbaijanis, is now under Armenian control. Why doesn't an Azerbaijani go [there]? In the same way, no Armenian will return to Sumgait, Baku, Maragha,” added Zohrabyan.
