We are ready to open the road and the railway, build a road and a railway within the framework of our proposals; but we consider it necessary to sign a de jure agreement with Azerbaijan. Prime Minister Nikol Pashinyan stated this at Thursday’s Cabinet meeting of the government of Armenia.

"Why? Because we see a very specific risk when Armenia will build both the road and the railway, whereas Azerbaijan will refuse to open the border. And it will turn out that neither Armenia, nor Azerbaijan, nor third countries will be able to use the infrastructure that required several hundred million dollars of investment, and Armenia will simply lose several hundred million dollars.

What do we propose today? We propose to de jure record the agreements reached in Brussels on December 14, 2021 on reopening the railway, agree on the parameters of the railway, and start the construction. Or do it in a package, including the motorway, and we are ready to do it as soon as Azerbaijan responds positively to our proposals.

By the way, we have passed our written proposals also to a number of our international partners for whom our proposals are logical, acceptable, and address the interests of all countries in the region," stated the Armenian PM.
