At the plenary session of the Interparliamentary Assembly (IPA) of the CIS member countries, speaker Alen Simonyan of the National Assembly of Armenia reflected on the remarks made by his Azerbaijani counterpart Sahiba Gafarova after his speech which, according to Gafarova, refer to the actions allegedly carried out by the armed forces of Armenia against the Azerbaijani servicemen.

Simonyan, from the point of view of understanding and imagining the cynicism and working style of any nationality or state, recalled the brutality of Azerbaijani soldier Ramil Safarov, who had axed Armenian officer Gurgen Margaryan to death in Budapest, Hungary, in February 2004, and who is now a national hero of Azerbaijan.

Addressing Valentina Matviyenko, Chairperson of the Russian Federation Council and of the IPA CIS Council, Alen Simonyan proposed to organize under the auspices of the CIS the return of Armenians detained in Azerbaijan.
