Among the Armenian public, they are attempting to create the impression that there is a Russian proposal on the Nagorno-Karabakh issue, which is positive for Armenia, and that there is a Western proposal, which is negative for Armenia. Prime Minister Nikol Pashinyan announced this at Saturday’s congress of Armenia’s ruling Civil Contract Party.

"They say that Armenia’s government rejects the Russian plan and accepts the Western plan. Sorry, this has nothing to do with reality. It is true that there is a Russian and Western perception, and Armenia has agreed with the Russian perception and reached an agreement in principle in January 2021. The cornerstone provision of those agreements was that the Russian Federation is the guarantor of the security of Nagorno-Karabakh and Armenia. This is a very important nuance, and we have agreed on that scenario and plan," said the Armenian PM.

He noted that in September, Armenia agreed to the implementation of the Russian plan.

"I say that at the meeting to be held in [Russia’s] Sochi city, I am ready to officially accept, sign the document on reaching an agreement based on 15 points; that is, to accept that document as a basis for signing a peace treaty between Armenia and Azerbaijan," said Pashinyan.

The Armenian premier announced that he is ready to sign the document in Sochi and accept that the presence of Russian peacekeepers in Nagorno-Karabakh be extended for 10-20 years.

"I am ready to sign that paper. I suggest that the President of the Russian Federation make that proposal. If necessary, I will make that proposal, but Russia must support that proposal because I cannot decide that the Russian peacekeepers should stay there for a certain period of time. It is a tripartite paper. And if we and Russia agree, we will be the majority," Pashinyan emphasized.
