One of the important points of the January 2021 agreement was that Armenia's borders are a “red line” for our allies. Prime Minister Nikol Pashinyan stated this at Saturday’s congress of Armenia’s ruling Civil Contract Party.

"When Azerbaijan violated the border at the Sotk-Khoznavar section on May 12, 2021, we said, based on international documents: the ‘red line’ was violated and mechanisms were envisioned that should act. They told us, ‘Yes, but it seems the border [with Azerbaijan] is not demarcated.’ To say that ‘we do not know where the border passes’ means that the CSTO does not exist because there is a responsibility of the CSTO, which is enclosed by the borders of the member states. If one of the [member] states does not have a border, it means that there is no zone of responsibility of CSTO; it means that there is no [CSTO] organization.

Our position is that there is a border. There is a state border between Armenia and Azerbaijan, which is the administrative border of the [former] Soviet Union, and that border has been violated. The CSTO, as well as the Russian Federation which has security obligations in a bilateral format, the ‘bell’ of these obligations has sounded," said Pashinyan.
