In the conditions of the complete blockade of Artsakh (Nagorno-Karabakh) by Azerbaijan, as June 15 the process of issuing coupons for the purchase of gasoline and diesel fuel is carried out in Artsakh only in accordance with the procedures established by the government's decision.

The import of fuel to Artsakh has been stopped for 20 days already.

In the current situation, a decision was made to review the priorities.

Marat Ohanyan, Head of the Department of Territorial Administration and Infrastructure Control of the Artsakh State Supervision Service, noted: "Currently, vouchers are provided for the implementation of urgent work of some state institutions, medical facilities, public transport, urgent agricultural work, energy, communications, telecommunications, utility services. That, too, in case of extreme need and in limited quantities. (…).”

The coupon system for the purchase of gasoline and diesel fuel was introduced in Artsakh after December 12, 2022, when the import of fuel into Artsakh became possible only thanks to the humanitarian cargo transportation organized by the Russian peacekeeping troops.

Fuel vouchers are issued in Artsakh only after a thorough review of each respective application submitted.
