The President of Artsakh, the National Assembly of Artsakh have repeatedly responded to such statements being made from Armenia and publicly presented our position. In general, I have the conviction that Armenia has only one thing to do in discussions with Azerbaijan: to present the thousands of facts that make it impossible for Artsakh to exist as part of Azerbaijan. Artsakh (Nagorno-Karabakh) Minister of State Gurgen Nersisyan stated this on the air of "Factor of Power" program of Armenian News-NEWS.am, referring to the fact that Armenia declares that it is ready to recognize Artsakh as part of Azerbaijan.
"Recently, a survey was organized in Azerbaijan as to if they see a child in [Artsakh capital] Stepanakert not speaking Azerbaijani, what will they do to him? The answer options are: ‘I will cut off his tongue,’ ‘I will cut off his ear,’ ‘I will slap him,’ “I will make a remark.’ Armenia should talk about this in the negotiations with Azerbaijan. And when it is talked about being a part of Azerbaijan, this causes the anger and outburst of the people of Artsakh. Who do we recognize Artsakh as part of? A state that has been torturing 120,000 people [in Artsakh] for seven months?" he said.
The minister of state complained that Armenia’s authorities are passive in speaking out about the ongoing nationwide movement in Artsakh.
"In any case, we repeatedly point out that all the steps and decisions related to our rights, the people of Artsakh, which can be decided on our behalf on international platforms, are null and void. All players must understand that imposing decisions made on various platforms is unacceptable. The people of Artsakh do not plan to put up with the decisions discussed and made outside of us," he emphasized.
