On July 11, relatives of those killed during the September 2023 hostilities in Karabakh gathered in front of the Armenian Government building. They demand that relatives buried in Stepanakert be exhumed and the bodies be transported to Armenia.

"My son Artur Arzumanyan died on September 19, 2023. We ask, demand that our children be transported to Armenia so that we can at least lay a flower on the graves. We have appealed to the governments of Armenia and Karabakh, the Red Cross, but all to no avail. The only thing left is to ask the Turk for money or something else to allow us to transport my son's body to Armenia. This is my last hope, there is no state here," said Borik Arzumanyan.

Another woman noted that they had several times appealed to former Karabakh officials, who assured that they had reached an agreement with the Azerbaijani side that the bodies would be exhumed and transported, but in the end everything was canceled.
