The matter of ratifying the regulation on the joint activities of the commissions on the delimitation of the state border between Armenia and Azerbaijan is being debated on at Monday’s meeting of the Standing Committee on Foreign Relations of the National Assembly (NA) of Armenia. The main speaker is Deputy Prime Minister Mher Grigoryan.

If approved at the aforesaid committee, this regulation will be submitted for the NA approval.

Mher Grigoryan noted that there will be no explanation under any pretext why Armenia and Azerbaijan would not ratify the regulation.

"If we have signed the regulation, there will be no explanation for not ratifying it by the parties under any pretext. However, if something like this happens, then we have the last phase after the ratification that the regulation will come into effect when we exchange the originals. If the validation process is not completed by one of the parties or reservations are set, no exchange of notifications will take place, and the process will be interrupted.

And so we won't have a situation where after validation ours goes into effect, whereas we don't have validation from the other party. I do not understand why this regulation should not be ratified in Azerbaijan because if there were no such wish [to ratify], it [i.e. Azerbaijan] just would not have signed [it]," said the deputy PM of Armenia.

According to the decision of the Constitutional Court of Armenia on September 26, the obligations stipulated in the regulation of the border delimitation commissions of Armenia and Azerbaijan are in line with the constitution of Armenia.

The Armenian government had approved the bill on this regulation on September 5.

The regulation was signed on August 30.
