You have expressed a number of conflicting thoughts. This was announced by the deputy speaker of the National Assembly (NA) of Armenia, Ruben Rubinyan, addressing the parliamentary opposition during Tuesday’s NA debates on the matter of ratifying the regulation of the border delimitation commissions of Armenia and Azerbaijan.
"You say, ‘What if Azerbaijan doesn't ratify [the regulation]?’ Yes. It won't ratify, let it not ratify, it won't ratify, it won't come into force. What is the problem?” Rubinyan stated, in particular.
According to Rubinyan, if Armenia ratifies this regulation today, but then it turns out that Azerbaijan does not ratify it, the agreement will be considered not to have taken place. (…). I ask a question: now if we had ratified it, let's say, Azerbaijan did not ratify [it], what is the risk of that," the NA vice speaker added, in particular.
